Preliminary Review
Meeting Description: Preliminary Review: 65-unit townhome development located at 840 S Indian Hill Boulevard near the northeast corner of the intersection of Indian Hill Boulevard and American Avenue. (File #23-A10)
Meeting Location: This meeting will take place in City Council Chamber, 225 West Second Street, Claremont, CA 91711.
Meeting Date & Time: Wednesday, December 13, 2023 - 7:00 p.m.
You are invited to attend an upcoming meeting of the Claremont Architectural Commission (AC) to conduct a preliminary review of the site plan and design of a proposed 65-unit townhome development located at 840 S Indian Hill Boulevard. The site of the proposed project has a net area of 2.67 acres and includes the decommissioned tennis courts and vacant open space area along American Avenue. The applicant City Ventures is proposing the following:
- 65-unit for-sale townhome condominium development consisting of 2-and 3-bedroom units with unit sizes ranging from 1,182 square feet (sq.ft.) to 1,639 sq. ft.
- The development is comprised of eight separate buildings each with three-stories, reaching a maximum height of 34'-7".
- Vehicular access to the site is taken via one driveway on American Avenue.
- 130 covered parking spaces in garages (both tandem and side-by-side) along with 23 uncovered spaces on the property
- Three common open space areas distributed across the project site with a total area of 13,700 sq. ft. along with private outdoor living areas in the form of patios, decks and covered porches totaling 12,041 sq. ft.
- The proposed buildings feature a contemporary architectural style with exterior materials such as fiber cement siding, stucco and metal detailing, a low-pitched hipped roof, natural earth tones, arched openings and a combination of casement and slider windows.
- The proposed project is subject to the City's Inclusionary Housing Ordinance and is required to provide 10% of units to be affordable to moderate-income households and 5% of units to be affordable to lower-income households and is eligible for State Density Bonus Law incentives.
The applicant has submitted preliminary plans for the above-described improvements that include site plans, architectural elevations, floor plans, and conceptual landscape plans. The plans are considered preliminary and will not be approved at this meeting. The Architectural Commission and public are asked to provide feedback on these preliminary plans in order to inform future iterations of the project's design prior to final approval.
This meeting is one of several public meetings regarding the project. Additional meetings will be held before the City Planning Commission and City Council prior to final approval of the design by the Architectural Commission as the project requires the approval of a Tract Map pursuant to Claremont Municipal Code (CMC) Section 17.050. The property currently has a Commercial Freeway (CF) zoning designation. However, the project site is included as a Housing Element Opportunity Site in the adopted 6th-Cycle Housing Element Update, which calls for rezoning the property to the RM Medium Density Residential (RM 2,000) zoning designation.
Environmental Review:
A preliminary design review is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) as it is advisory in nature and no official action will be taken. Therefore, it can be seen with certainty that it will not have a significant effect on the environment.
