Short-Term Rentals

The City of Claremont allows hosted short-term rentals within a resident’s primary residence or an eligible accessory structure on the same property. Unhosted short-term rentals (vacation rentals) are strictly prohibited.

Online Application Portal

The City is currently finalizing an online application portal to streamline the STR permitting process. We anticipate the portal will be available in the coming weeks. Updates will be posted here once the portal is live.

The City limits the number of hosted short-term rental permits allowed per zone. The table below reflects the number of permits currently available in each zone. This information is updated regularly as applications are processed.

Short-Term Rental Ordinance - Background 

After months of review and input from the Claremont City Council, Claremont Planning Commission, and community members, the Short-Term Rental Ordinance was drafted by staff. At its February 4, 2025 meeting, the Planning Commission voted 5-1 (Chair Emerson recused himself due to a conflict of interest) to recommend the City Council adopt the proposed Short-Term Rental Ordinance. At its April 22, 2025 meeting, the City Council voted 4-1 (Councilmember Leano voted against) to place an ordinance on first reading allowing and regulating a permitted, hosted, homesharing, short-term rental one-year pilot program, and continuing the prohibition on all other types of short-term rentals in the City. The ordinance also establishes a cap on the number of short-term rentals at 100, which shall be divided equally among the five City Council districts (20 per district).

This Ordinance would be a new chapter in the City’s Zoning Code and would impose requirements on operators of short-term rentals.

City Council Public Hearing - April 22, 2025

Introduction of an Ordinance Regulating Short-Term Rentals and Codifying Related Terms and Provisions in Title 16 of the Claremont Municipal Code (Funding Source: General Fund).

On a super-majority vote (4-1), placed an ordinance on first reading allowing and regulating a permitted, hosted, homesharing, short-term rental one-year pilot program, and continuing the prohibition on all other types of short-term rentals in the City. The ordinance also establishes a cap on the number of short-term rentals at 100, which shall be divided equally among the five City Council districts (20 per district). (AYES – 4, NOES – 1, Councilmember Leano voted against)

Planning Commission Public Hearing - February 4, 2025

The Planning Commission held an advisory review on February 4, 2025, of the amendment to the Claremont Zoning Code pertaining to Short-Term Rentals. The Planning Commission voted to approve a Resolution recommending adoption of the Ordinance by City Council (AYES – 5; NO – 1; ABSENT – 1).
