Foothill Gold Line Extension Update - Fall 2026
The Pomona to Claremont A Line Extension is underway with final design and pre-construction. The project’s design team, Parsons, is currently working to advance the project design towards its next milestone of 60%, following last month’s completed review of the baseline 30% design submittal. The 60% design submittal is anticipated to be ready for review in early January 2027. From there, the design will progress to 85% and 100% before reaching “Approved for Construction” drawings.
As Parsons continues their work, the project’s contractor, SSH Joint Venture (“SSH JV”), is supporting the project by providing constructability reviews and other reviews of the design, working with the Construction Authority to find ways to reduce costs on the future construction effort, developing an overall construction schedule and methodology for estimating the construction costs, preparing programmatic plans, conducting field reviews and developing early work package recommendations. All of this is part of the pre-construction phase of their work that will be ongoing through all of 2026 and much of 2027.
SSH JV is under contract for the initial pre-construction work phase and will have the opportunity to negotiate a construction contract with a guaranteed maximum price once the design reaches 85%. That process will conclude in Fall 2027, with major construction of the Pomona to Claremont A Line Extension expected to begin in late 2027 and take approximately four years.
The Gold Line Construction Authority plans to construct the crossings in Claremont with the relevant infrastructure needed to apply for quiet zones in the future, but the process to apply will need to be evaluated after the conclusion of the project. While the infrastructure will be included, each crossing would need to be evaluated individually by the FRA and CPUC, which are the agencies with the overall authority over crossing safety and quiet zone designation. At the completion of the Gold Line construction, City staff will evaluate the need for quiet zones and explore the related application process.

Funding Approved for Gold Line Extension to Montclair
The Los Angeles County Metropolitan Transportation Authority Board approved a $798 million amendment to the ongoing funding agreement between Metro and the Foothill Gold Line Construction Authority to complete the Los Angeles County portion of the final 3.2-mile, two-station Foothill Gold Line light rail project segment from Pomona to Montclair. Metro will utilize a State of California Transit and Intercity Rail Capital Program (TIRCP) grant to pay for their portion of the project, while the San Bernardino County Transportation Authority (SBCTA) has dedicated $80 million of state and local funding for the portion of the project in San Bernardino County.
The final project segment will complete the Foothill Gold Line’s 25-station system from Union Station to Montclair (now part of the Metro A Line), being built in four construction segments.

Foothill Gold Line Claremont Station Information
The Claremont Station will be located approximately where the current Metrolink station is located today; east of Indian Hill and west of College Avenue. The existing Metrolink station will be relocated east of College Avenue. The A Line station will be a center platform station, with light rail tracks on either side (one for westbound and one for eastbound trains). A new 539-space parking facility for both Metrolink and A Line riders will be provided (with charging stations for EVs, bicycle parking, bus and drop off areas). Once completed, four tracks will run through the City of Claremont within one shared corridor – two light rail tracks on the north side for the A Line and two Metrolink/freight tracks on the south. While they will share the rail corridor, light rail trains and freight/Metrolink trains do not share tracks or stations.
Once the design-builder is hired for the project segment from Pomona to Montclair (which includes the Claremont Station), the community can expect the project to take approximately five years to build.
During construction, temporary impacts (such as short-term lane closures, extended street closures at street crossings, noise mostly from construction vehicles, and other construction-related activities) should be expected.
Permanent changes will also occur due to the project, including safety enhancements at all street crossings (raised medians, red curbing and turn restrictions within 100 feet of the rail corridor at all street crossings), relocation of the Metrolink/freight tracks to the southern half of the rail corridor, new fencing and walls along the entire rail corridor, and new overhead wires to power the more than 200 light rail trains anticipated to run daily. The Claremont Metrolink Station will be moved from its current location west of College Avenue to several hundred feet east of College Avenue. The A Line tracks will be grade-separated on a city-designed bridge over Indian Hill Boulevard, as required by the California Public Utilities Commission for safety; Metrolink and freight tracks will continue to stay at street level, including crossing Indian Hill Boulevard at street level.
Once completed, a trip from Claremont to Pasadena will take approximately 36 minutes and further to downtown Los Angeles will take approximately 65 minutes.

Foothill Gold Line
The Foothill Gold Line from Glendora to Montclair is a 12.3-mile extension of the Metro A Line light rail system (renamed the A Line as of June 2023). The project will add new A Line stations in the cities of Glendora, San Dimas, La Verne, Pomona, Claremont and Montclair - and will be built in phases. Once completed to Montclair, the Foothill Gold Line will connect the San Gabriel Valley and Inland Empire to Los Angeles and Long Beach.
Glendora to Pomona Phase: The 9.1-mile, four-station Glendora to Pomona project segment began major construction in July 2020 and is now more than 91% complete. The project remains on budget and on time for an early-January 2025 construction completion; at which time the project is turned over to Metro for training and pre-revenue operations. Metro determines when passenger service begins.
Future Construction Phase: The 3.2-mile, two-station Pomona to Montclair project segment is shovel-ready and is receiving the majority of the funding needed through the State of California’s Transit and Intercity Rail Capital Program (funded mostly by SB125). In anticipation, the Construction Authority started the procurement process to hire the design-build contractor in March 2024, and expects to award a contract in Spring 2025. Once the contractor is hired, the project will take approximately five years to build to Claremont and Montclair.
