Administrative Services for Community Development Block Grant Program

The City of Claremont is seeking proposals from qualified individuals and/or firms for the implementation and administration of the City’s Community Development Block Grant (CDBG) Program. Qualified consultants assigned to the position must have extensive experience working with the Federal CDBG Program.

The items to be included in the Scope of Services are indicated below. All work items will be carried out in conjunction with City staff direction, input, and review. 

A. General CDBG Administration

  • Provide support to City staff regarding the annual Planning Summaries, project contracts, and any necessary contract amendments.
  • Prepare and submit quarterly reports for all programs.
  • Attend mandatory LACDA training and quarterly meetings.
  • Take all online tests required by LACDA for the preparation of reporting and keep the City informed of any updates/changes in County/HUD requirements.
  • Develop and maintain all necessary documentation for CDBG monitoring and Single Audit.
  • Assist County monitors during program performance reviews and Single Audit.
  • Provide Davis-Bacon monitoring and contract compliance for CDBG-funded construction projects as needed.

B. Housing Rehabilitation Program

  • Review and process applications from start to finish.
  • Monitor project implementation, progress, expenditures and performance goals.
  • Provide City staff with all necessary financial documents (i.e. demands) for all expenditures.
  • Maintain contractor’s list.
  • Maintain an application request list and follow up with residents that request applications on a monthly basis as needed to determine the status of their interest and provide assistance.
  • Submit data in the LACDA online system.
  • Prepare and submit all necessary forms/records for the Los Angeles County Recorder and City files.
  • Prepare and submit monthly reports to the City.

C. Senior Case Management Program

  • Provide assistance to the City and the contract staff who manages the day-to-day operations of the program in regard to the program’s progress with performance goals and requirements.
  • Provide City and contract staff with resources/training on LACDA requirements (i.e. internet navigating, etc).

D. Job Creation Program

  • Review and process new applications and provide recommendations to City staff.
  •  Monitor existing applications in regard to the program’s progress and compliance requirements. Currently, there are six existing applications that need quarterly monitoring for program compliance.
